First Offender Restoration Initiative (FORI)

First Offender Restoration Initiative (FORI) is an educational alternative sentencing program in Northern Colorado designed for men charged with patronizing and/or soliciting a prostitute.

FORI is a one-day 8-hour interactive seminar that includes education and exposure to the realities of prostitution and sex trafficking in Northern Colorado. Many first-time offenders are unaware of the risks of prostitution, its connection to sex trafficking, or how their actions impact their lives, their families or their community. The class is specially created to address these specific issues for Colorado.

FORI is designed to be a restorative experience, and is a collaborative effort between several agencies/ organizations, including the Larimer County District Attorney's office, Fort Collins Police Department, Denver Police, Larimer County Sheriff, ReStory Counseling and the Avery Center.

FORI is facilitated by the ReStory Counseling, a local center committed to the reduction of human trafficking and prostitution in our area. Speakers and trainers are professionals in this field, including law enforcement, medical professionals, licensed counselors and anti-trafficking leaders.

FORI is 100% confidential, and complies with HIPPA privacy practices. No participant information is ever shared.

  • Education about Human Trafficking

Participants will learn about the issues of human trafficking and its connection to prostitution and sexual exploitation. Through discussions, film, and lectures, our aim is to education and invite men to become part of the solution rather than perpetuate the problem.

  • Legal and Enforcement Realities

Participants will hear from civil servants dedicated to the eradication of human trafficking in our area. Our mission is to make Colorado an “inhospitable environment” for exploitation, protecting our own citizens from the dangers of trafficking.

  • Your Story

Beyond just education, FORI is designed to engage you as a person. You have a story. A portion of our time is spent reflecting on the key contributing factors that brought you to the point of solicitation. While this is not group therapy, it is an opportunity to consider the greater stories at play that led you to this point.
